People Improving Communities and Neighborhoods (PICAN)

What is PICAN?

PICAN, an affiliate of People Incorporated, is a community housing development organization established in 2015, the goal of which is to help extend the Agency’s work in the area of housing. One of the founding principles behind this organization is the belief that affordable homeownership is part of the American Dream and should be accessible to all members of the community. PICAN works to acquire, rehabilitate, and/or construct rental and home-buyer properties in Fall River and makes them available to low and moderate-income individuals through a lottery application process.

PICAN’s projects are made possible through collaboration with the City of Fall River’s Community Development Agency and Diman Regional Vocational Technical High School. Our partnership with Diman offers students the ability to gain real-world experience in their trade skills and learn how a house is built from start to finish.

PICAN’s third project is the construction of a single-family home on Chicago Street in Fall River, MA, which features:

  • 1,500 square feet of living space
  • 3 bedrooms
  • 2 full bathrooms
  • Full basement
  • 10,188 square foot lot
  • High-efficiency central air and gas furnace
  • Close proximity to highway access, schools, shopping, and other services and amenities in the Maplewood Park neighborhood

The project began in summer of 2018 with an estimated completion for spring of 2019. The lottery application will open January 11, 2019 and close at 4:00 P.M. on May 17, 2019.
